The first period, 1984-87: the Jubilee Point proposal

Cabinet agreement for Government steering committee
      Jubilee Point Pty Ltd given period of exclusivity for development rights
 
  31 October 1984
 
EIS is required
 
  20 January 1986
    - 17 March 1986




 
EIS is released for public exhibition
      - widespread criticism of inadequacy of draft EIS
      - 109 public submissions
      concerns: coastal processes, sand management, loss of public space, flooding issues,
            water quality

 
  26 September 1986




 
Supplement to EIS is released
      - scheme greatly modified, Supplement more detailed than draft EIS
      - calls for public comment on revised scheme
      - Minister allowed public comment - unprecedented, unrepeated in SA
      - 103 additional submissions received
 
  9 December 1986





 
Assessment Report is released
      - very complex,
      - developer allowed to comment on it before its submission to Minister
      - proponent's vehement opposition to parts of Report
      - questions over role of Assessment Report, since no status in legislation
      - Report modified by Government in consultation with proponent
 
  2 March 1987
 
EIS is given official recognition
 
  June 1987



 
Glenelg Council withdraws approval
      - in response to local opposition
      - fears of blow-out in sand management costs
      - State Government left without support
 
  September 1987



 
Jubilee Point Review Committee
      - set up by Government, headed by QC
      - reworked Assessment Report
      - reported in November 1987
 
  22 December 1987

 
Premier announces that the Jubilee Point project is rejected
      - based on "thorough and factual" findings of Review Committee
 


NB: This Project application was never submitted under the Planning Act of 1982

        - use of indenture agreement to bypass planning system
        - Government & Council subsequently called for an environmentally acceptable development proposal
