The Jubilee Point proposal
The first attempt at the redevelopment of the Glenelg Foreshore.
Failed due to local opposition and to fears of a blow-out in sand management costs.

 
  1990 - 1993


 
The Four Proposals for Glenelg Foreshore development
The second attempt at redevelopment: the four competing proposals.
Failed due to developer being unable to raise capital (collapse of State Bank).

Government announces $4m to clean up Patawalonga
      - Government seeks expressions of interest for Glenelg redevelopment
      - infrastructure works to remedy environmental problems separated from
           commercial development, to be undertaken by State Government
      - availability of Commonwealth funding under Building Better Cities program
      - discussion paper is released - first mention of proposal for boat harbour at West Beach
              estimated construction cost - $5 million
              estimated sand management cost - $500,000 per year

Holdfast Shores Consortium is selected to prepare Master Plan

      - conditional development approval granted for infrastructure works
            at the Patawalonga mouth

The second Amendment to Assessment Report is released
      - West Beach Boat Harbour

Ministerial PAR (Plan Amendment Report)
      - to change zoning to allow construction of West Beach Boat Harbour
      - very few details, limited opportunity for public comment

The second AEIS is prepared by the proponent (MFP Projects Board)
      - addressing further works at the Patawalonga mouth

The third Amendment to the Assessment Report is released
      - assessing the works detailed in the second AEIS

Construction of West Beach Boat Harbour begins
      - protesters attempt to blockade site
